ITECA Executive Briefing — February 2021
Time & Location —

Tuesday, 23 February 2021 — 3:30PM AEDT

Briefing Overview —

The Productivity Commission’s review of the National Agreement for Skills and Workforce Development is a thorough assessment of the Australian Government’s investment in skills.  This instalment of the ITECA Executive Leadership Briefing will brief you on the key finding and provide insights into the likely path of future reform.

Key Issues —

The Federal Treasurer asked the Productivity Commission to review the National Agreement On Skills and Workforce Development and it’s final report is now in.

This review has not found evidence of a vocational education and training (VET) system in Crisis; however, the report address some of the system’s acknowledged weaknesses and should build on its strengths to lift participation and improve the quality of training.

The rationale for the review is that the Australian Government must negotiate a new skills funding agreement with the state and territory governments.  In its report, the Productivity Commission has recommended some recommendations and principles within the new agreement.  Those to be discussed include:

…….The issues to be canvassed in this presentation
…….- Empowering students and employers with information to make informed decisions
…….- Efficient pricing and delivery of quality training at the least cost
…….- Contestability of training provision in a provider agnostic fashion
…….- Possible expansion of the VET Student Loans program

To help you better understand what this means for the independent tertiary education system, this briefing allows you to hear from one of the report’s authors, Malcolm Roberts from the Productivity Commission.

…….Guest Speaker
…….Malcolm has enjoyed a diverse career in the public and private sectors, beginning in
…….the Department of the Prime Minister and Cabinet in 1993 where he contributed to
…….national competition policy reform. After many years serving as a policy adviser to
…….Ministers, Malcolm led policy development and advocacy for national peak bodies in
…….the housing, retail, and energy sectors.  He was a appointed as a full-time Commissioner in May 2019.

If you have an interest in what the next-generation skills funding agreement is likely to look like, this is an event not to be missed.
