The JobTrainer initiative commits $1 billion to support school leavers and job seekers. The roll-out has been patchy with every state and territory taking a different approach. A series of briefings organised by the Independent Tertiary Education Council Australia (ITECA) allows independent Registered Training Organisations (RTOs) to understand the current state of play.
Key Issues —
Funding for the JobTrainer initiative is through a $500 million contribution by the Australian Government and a further $500 million by the state and territory governments. The financial contribution of the state and territory governments means that they have had a large say in the delivery arrangements.
The role of the state and territory governments is reflected in their administration of the JobTrainer initiative, spending both their own financial commitment and that of the Australian Government.
To date, the roll-out has been inconsistent across jurisdictions. Whereas independent RTO’s have been delivering JobTrainer courses for some time in states, in other states contracts between the government and independent RTOs have yet to be signed.
ITECA is, with the great support of state and territory governments, providing updates on JobTrainer delivery at a series of briefings to be held in February 2021. These will canvass the issues set out below:
