Joyce Review of Vocational Training Released

Summary ―

The expert review of Australia’s vocational education and training system undertaken across 2018 and 2019 has been released.  It makes seventy-one recommendations that will improve outcomes for students and also addresses the concerns expressed by providers about red-tape in the sector.

Key Issues

In late 2018 the Prime Minister announced that there would be an expert review of Australia’s vocational education and training system that would provide recommendations on the structural reforms to ensure it provided the workforce with the skills needed to meet the changing nature of work.

The review was undertaken by the Hon. Stephen Joyce, a former Minister for Tertiary Education, Skills and Employment in New Zealand [Pictured].

The Independent Tertiary Education Council Australia (ITECA), then working under the guise of the Australian Council for Private Education and Training (ACPET), was consulted extensively throughout the review process.  Several meetings were held between Mr Joyce, senior ITECA staff and the ITECA membership.

ITECA’s representations to Mr Joyce focussed on three key areas, these being:  The disparate nature of federal / state funding associated with vocational education and training; the importance of ensuring that qualifications are developed in a timely fashion to reflect changing industry trends and the need to better regulate the sector be reducing red-tape.

The final report was released by the Australian Government alongside the federal budget on 2 April 2019.  The report addresses many of the issues identified by ITECA and it can be downloaded from:

ITECA strongly supports a recommendation in the report that the Australian Skills Quality Authority (ASQA) provide more information and guidance to Registered Training Organisations (RTOs) as to how it conducts its regulatory activities in order to improve ongoing understanding of and compliance with ASQA requirements, and to reduce the cost and compliance burden to RTO’s.

Another recommendation strongly supported by ITECA is the recommendation that the Australian Government and the states and territories agree to develop a simpler, nationally consistent funding policy for all government-subsidised qualifications, which provides confidence and certainty to trainees, industry, employers and all funded providers, public or private.  Importantly, the report took-up an ITECA recommendation that a new body, the National Skills Commission, be given responsibility for determining nationally consistent subsidy levels, in partnership with the States and Territories, based on averaged actual costs of delivery for providers nationwide.

After the release of the report the ITECA Chief Executive, Troy Williams, met with the Minister for Small and Family Business, Skills and Vocational Education to discuss the reforms.  ITECA’s advocacy will be on ensuring that the key recommendations are taken-up by government.
