TEQSA Cost Recovery Delayed

Summary —

The 2019 Mid-year Economic and Fiscal Outlook (MYEFO) released December 2019, included funding to delay the move of the Tertiary Education Quality and Standards Agency (TEQSA) to full cost recovery. Full cost recovery had been slated for implementation on 1 January 2020.

Key Issues —

The Australian Government will delay the transition of TEQSA to full cost recovery, as announced in the 2018-19 Australian Budget, to better align charging arrangements across education regulators.  

The financial impact of this measure has not been published, due to the cost recovery arrangements still being under discussion between TEQSA, the Department and stakeholders, including the Independent Tertiary Education Council Australia (ITECA). 

ITECA, supported by the advice and guidance received by members in the higher education sector, continues to engage with TEQSA concerning the move towards full cost-recovery and the impact that this will have on independent higher education providers.

Independent higher education providers support around 10% of the 1.5 million students in higher education. 

Member Engagement —

ITECA’s ability to play a lead role in matters associated with this issue rests on the advice and guidance of individuals serving on the ITECA Higher Education Reference Committee.
