Who We Are

The Independent Tertiary Education Council Australia (ITECA) is a nationally recognised industry association that represents the skills training, higher education, and international education sectors.

ITECA provides these sectors with a strong, unified voice on workforce development and operates across national, state, and territory levels.

The Council works to ensure government policies align with the needs of students, employers, and independent education providers.

Member‑Led Leadership and Advocacy at a National Scale

ITECA provides leadership, strategy, advocacy, and support. Our members set our agenda, fund our activities, and directly benefit from the results.

Frequently cited as one of the twenty most influential industry bodies in Canberra, ITECA is a trusted advocate at the heart of Australia’s skills and higher education policy debate. It represents the largest membership of any association in the post-secondary education sector, bringing together independent Registered Training Organisations (RTOs), higher education providers, and a powerful alliance of industry associations and professional institutes.

Empowering Independent Providers Through Strategic Advocacy

With a broad and inclusive membership base, ITECA can present evidence-based policy positions that reflect the on-the-ground realities faced by tertiary education providers and students alike.

ITECA is the go-to source of policy advice for federal and state parliamentarians, as well as senior departmental officials. Its member-driven advocacy ensures that the voices of independent education providers are heard at every level of government decision-making. The organisation's influence extends well beyond formal policy submissions, with ITECA recognised as a thought leader in the sector. Its analysis and commentary are regularly featured in mainstream print and electronic media, shaping public debate on critical issues affecting skills training and higher education.

Delivering Influence and Industry Collaboration

The Council’s core focus is to empower independent education providers to meet Australia’s evolving workforce needs. By championing policies that support informed student choice and the equitable treatment of independent RTOs and higher education institutions, ITECA is driving sector-wide reform to deliver quality outcomes for students, employers, and communities.

ITECA empowers its members with influence and information through active participation in national and state committees, ensuring their voices shape policy. Members benefit from exclusive access to market data, tailored insurance services, and expert policy insights.

Nationwide Networks Backed by Expert Member Support

ITECA fosters collaborative networks via industry events held nationwide, providing opportunities for members to connect, share knowledge, and strengthen their impact within the skills training and higher education sectors.

With a nationwide presence and a team of experienced policy advocates, data analysts, events managers, and communications professionals, ITECA capably supports its members.

ITECA’s greatest strength is its collaborative network of members. This network fosters the exchange of ideas, amplifies advocacy efforts, and ensures that member voices remain at the centre of every decision.

Shaping Positive Change

It is this collective approach that enables ITECA to remain a driving force for positive change in Australia’s skills training and higher education sectors.

Formed in 1992, ITECA was initially known as the Australian Council for Private Education and Training (ACPET). The change of name and focus reflected a growing membership of higher education providers and industry associations in addition to RTOs.

"ITECA's strength can be found in our network of RTOs, higher education providers and industry associations with an interest in workforce skills development."
