Summary —
The views of independent higher education providers are being sought to help frame the advice given to the forthcoming Jobs And Skills Summit. A strategic policy objective is to ensure that independent higher education providers are positioned to play a key role in the critical task of workforce reskilling.
Key Issues —
Convened by the Prime Minister and Treasurer, the Jobs and Skills Summit will be held over 1-2 September 2022 at Parliament House in Canberra. The Summit will bring together stakeholders including employers, business organisations and the tertiary education sector.
The Jobs and Skills Summit will guide the development of a white paper that will shape the future of the nation’s labour market with a view to increasing productivity, achieving a sustainable increase in real wages, improving employment opportunities to assist disadvantaged people into work and improving immigration settings.
Given the significant focus of the summit workforce training, the Independent Tertiary Education Council Australia (ITECA) has been involved in a number of discussions with the Australian Government leading up to the Summit, with these discussions to continue post-Summit to support the development of the white paper.
ITECA members from across the skills training sector have identified some critical issues associated with workforce training that merit review.

Independent Sector Profile: The capacity of the independent higher education sector to support the task of providing a highly educated workforce.
Sector Complementarity: Closer alignment of the higher education and skills training sectors, so that they operate as one yet retain their separate strengths and identities.
Workforce Reskilling: The pathway to higher workforce productivity through workforce reskilling and the critical role of independent higher education providers.
Microcredentials: The need to develop a robust microcredential funding and recognition framework that will allow independent higher education providers to deliver a greater role of microcredentials.
Jobs & Skills Australia: The role of the new ‘Jobs And Skills Australia’ agency ensuring that it is equipped to engage with the independent higher education sector.

As ITECA is the peak body representing independent higher education providers, there is a commitment to seeking the views of the entire tertiary education sector to further develop the issues set out above. A forum is being convened at the details are below
The contribution of independent higher education providers will be critical to the discussions at the summit as they support around 10% of the 1.6 million students in a higher education awards program.
“ITECA has been working closely with the Australian Government to ensure that there is an appreciation for the ability of independent higher education providers to play a central role in the task improving workforce productivity,” said Troy Williams, ITECA Chief Executive.
The ITECA Jobs And Skills Summit Consultation is part of a broader consultation process that’s being driven by the membership, including the ITECA Board and the ITECA Higher Education Policy Committee. The views of members are used by
ITECA’s policy team in Canberra who are respected by Parliamentary and Departmental stakeholders as an authoritative source of policy advice.
