Summary —

Placing students at the centre of skills training funding decisions is a key recommendation in the 2023 prebudget submission prepared by members of the Independent Tertiary Education Council Australia.

Key Issues —

To support the development of the 2023-24 Australian Government budget, the ITECA was asked to provide advice on spending priorities. Using ITECA’s existing policy advocacy priorities on skills funding, along with other members suggestions, a comprehensive submission has been presented to government.

Many of the recommendations are associated with the Australian Government’s investment in skills funding. ITECA’s aim is for the Australian Government to empower students with the decision to study with the provider of their choice, whether it be an independent RTO with a commitment to excellence or a public provider.

Government data referenced in ITECA’s submission shows that taxpayers receive the best outcomes when government’s back students to study with independent providers.

The recommendations made by ITECA present to the Australian Government a milestone opportunity to deliver long-term reform for the tertiary sector in a fiscally responsible manner.

The 2023 Australian Government budget will be of critical importance to the independent skills training sector.  Government data referenced in the ITECA State Of The Sector Report shows that independent RTOs support more than 97% of the 4.3 million students in skills training, including more than half of all apprentices and trainees
