Summary —

A more coordinated approach to international education promotion is an important recommendation in the 2023 prebudget submission presented to the Australian Government by the Independent Tertiary Education Council Australia (ITECA).

Key Issues —

To support the development of the 2023-24 Australian Government budget, the ITECA was asked to provide advice on spending priorities. With the great support of ITECA members in the international education sector, a comprehensive submission has been presented to government.

In its submission, ITECA advised that too many government departments and agencies are undertaking overseas marketing activities in a disjointed fashion with confusing and sometimes contradictory messages. Added to this, onshore policy and program activities are similarly disjointed and lacking in cohesion.

The submission also made recommendations to address the poor behaviour of a small number of international student agents that appear to be more focussed on short-term gains that do not benefit either students or providers and act to the long-term detriment of the international education sector.

The recommendations made by ITECA present to the Australian Government a milestone opportunity to deliver long-term reform for the international education sector, and the tertiary education sector more broadly, in a fiscally responsible manner.

The 2023 Australian Government budget will be of critical importance to the independent international education sector.  Government data referenced in the ITECA State Of The Sector Report shows that independent providers support 53.6% of all international student enrolments, including 96.5% of skills training international student enrolments and 17.5% of higher education international student enrolments..
