Summary —

Initiatives that create a higher education system that’s student centred are the centrepiece of the recommendations in the 2023 prebudget submission prepared with the great support of Independent Tertiary Education Council Australia (ITECA) members.

Key Issues —

To support the development of the 2023-24 Australian Government budget, the ITECA was asked to provide advice on spending priorities. With the great support of ITECA members in the higher education sector, a comprehensive submission has been presented to government.

It its submission, ITECA advised that key to reform is to place students at the centre of a tertiary education system in which the higher education and skills training systems operate as one, but retain their separate strengths and identities. It’s time to end the constructed delineation that sees the higher education and skills training systems supported by different student funding, student loans, and regulatory models.

The recommendations made by ITECA present to the Australian Government a milestone opportunity to deliver long-term reform for the tertiary sector in a fiscally responsible manner..

ITECA’s submission also made a series of major recommendations to support students in the skills training and international education sectors.

The 2023 Australian Government budget will be of critical importance to the independent higher education sector. Government data referenced in the ITECA State Of The Sector Report shows that independent higher education providers support around 10% of the 1.6 million students in higher education awards programs.
